Industry veteran transitions to advisory role after decades at forefront of diesel emissions policy

ons and technology advisor.
Babineau brings more than 30 years of experience at the intersection of diesel emissions, public policy and regulatory strategy. He is widely recognized across the data center, utility and industrial power sectors for his ability to translate complex regulatory frameworks into clear, actionable guidance.
The transition marks a new chapter for a familiar face. Babineau previously served as SVP of government relations at Rypos and, before that, as director of business development.

Three decades at the regulatory intersection
Babineau’s career has been shaped by direct involvement in U.S. Environmental Protection Agency (EPA) and California Air Resource Board (CARB) processes. He served as a lobbyist on diesel emissions issues and as a Technical Quality Board (TQB) panel member for the EPA’s National Risk Management Research Laboratory within the Office of Research and Development.
In that capacity, he provided independent technical review of emissions-related research and regulatory programs. His work contributed to expert judgment on scientific rigor, data integrity and regulatory relevance, with a focus on diesel emissions control and risk management.
“Tom’s background positions him as a rare resource,” said Anderson. “He’s someone equally fluent in the science of emissions control and the policy frameworks that govern it.”
A trusted voice for mission-critical environments
Data center operators and utilities frequently contend with complex local air quality regulations that can affect whether and how standby generators can operate. Babineau actively engages in industry discussions around backup power reliability, sustainability commitments and compliance strategy in mission-critical environments.
“The regulatory environment isn’t getting simpler,” Babineau said. “What I’ve always tried to do is give operators a clear path forward to protect both their reliability and their compliance. I’m excited to do that in a more focused way.”
In his advisory role, Babineau will work with data center operators, industrial stakeholders and utilities seeking guidance on diesel emissions compliance, permitting strategy and the evolving regulatory landscape.
